The regular meeting of West Franklin USD #287 Board of Education was held on April 12, 2004 at the Education Center in Pomona, Kansas. The following board members were present: President Neal Baker, Mr. Jeff Piersol, Mrs. Mary Ann Parkin, Mrs. Sheila Anderson, Mrs. Janie Dillon, Mr. Randy Hermreck, and Mrs. Nancy Reed. Also present were: Superintendent Susan Myers, Curriculum Director Mary Schleicher, Appanoose Principal Rick Smith, Learning Center Principal Robert Allen, Pomona Elementary/Middle School Principal Jody Cole, Pomona High School Principal Royce Powelson, Williamsburg Principal Tracy Maring, Board Clerk Robin Bigham, and Transportatio Director Richard Adler. Others present included: Eric Jackson, Jenna Crawford, Sarah Wigger, Amy Jones, Amber Soper, Liz Smith, Cheryl Thomas, Jerry Slavens, Ed Bloomer, Channing Bloomer, Brenda Wigger, Nancy Shumate, Bev Bird, Jared Beasley, Michele Evans, Sherry Reed, Rita Demeter, Kris Demeter, Virginia Cook, and Kim Giffin.
President Neal Baker called the meeting to order at 7:00 p.m.
Mary Ann Parkin moved to approve the minutes of the previous meeting and to pay the bills as presented. The motion was seconded by Nancy Reed and the motion passed 7-0.
Pomona High School Principal Royce Powelson reported that transportation for spring sports was tough and commended Richard Adler on doing a fine job. Mr. Powelson will initiate daily communication between Ned Parker and Richard Adler to keep the transportation running smoothly. Pomona High School Prom is Saturday night, April 17, 2004, and all board members are invited to attend. This is Mr. Powelson's first prom and after-prom as principal and he is looking forward to the evening.
PES/PMS Principal Jody Cole reported that the Vera Mae Schultz Mental Math Day was very successful. Appanoose missed taking home the trophy by only a few points.
Appanoose Principal Rick Smith invited everyone to the carnival on April 24, 2004 from 11:00 am to 2:00 pm. Mr. Smith is also trying to organize a service project for Appanoose Middle School students to pickup trash along the road between Appanoose and Pomona.
Curriculum Director Mary Schleicher handed out the Vocational Curriculum to the board. The curriculum was revised by Mr. Tim Davis with the help of Joel Wagner from Three Lakes Coop. Mrs. Schleicher also shared that Mr. Gordon Myers of Garnett donated a plaque for the Vera Mae Schultz Math Day.
Superintendet Susan Myers shared a letter with the board from Opal Shepherd who will be retiring from her Library Aide job at the end of the school year. Mrs. Myers also handed out a spreadsheet to board members as requested by Jeff Piersol on vehicle repairs.
Williamsburg Principal Tracy Maring had nothing to add to her report. She came directly from the Williamsburg Site Council Meeting.

Williamsburg Teacher Beverly Bird shared information with the board on the Academy of Reading Program used at Williamsburg. This is the second year of using this computerized program used as a supplement to aid in student reading.
Mrs. Cheryl Thomas reported that Pomona FBLA Chapter did very well at the state competition in Topeka. Nine students qualified for National Competition in Denver. Sharing their successes were: Jenna Crawford and Amy Jones, 1st Place for their Annual Report; Jared Beasley, 1st Place in Network Design with two other students; Cathy Smith, 1st Place in Word Processing; Sarah Wigger and Amber Soper, 2nd Place in Desktop Publishing; and, Michele Evans, 3rd Place in Word Processing II. Two PHS students were elected to state positions: Channing Bloomer as District VI Vice President and Amy Jones as District VI Historian.

Mary Ann Parkin made a motion to approve the travel requests (up to $1,000 for student activity trips as stated in board policy.) The motion was seconded by Nancy Reed. Motion passed 7-0.
KASB Membership Renewal for 2004-05 was presented. Neal Baker made a motion to renew KASB membership. The motions was seconded by Mary Ann Parkin. Motion passed, 7-0.
Jeff Piersol made a motion to accept the handbook revisions as presented. Nancy Reed seconded the motion. Motion passed 7-0.
Board members discussed a schedule for presenting diplomas at the various graduations. All board members plan to attend the high school graduation ceremonies. Presenters will be as follows:

Jeff Piersol made a motion to approve the extended contracts for the 2004/05 school year. Mary Ann Parkin seconded the motion. Motion passed, 7-0.
West Franklin Recreation Commission Member Eric Jackson addressed the board in regards to approving a resolution to increase the recreation mill levy by 1 mil. One mil would generate around $31,000. Mary Ann Parkin made a motion to adopt a resolution (per state statute) to increase the recreation commission mill levy by 1 mil. Sheila Anderson seconded the motion. Motion passed, 6-1.
The facilities study report from Mr. Kent Stewart was updated and discussed. Mr. Stewart will be back for the May board meeting. It was the consensus of the board to update the report and for Mr. Stewart to give advice on organizing a citizens committee to study the report further.
At 7:50 p.m., a ten minute break was taken.
Royce Powelson and Tracy Maring made a slide presentation to the board on Virtual Prescriptive Learning as part of a student support program in both high schools. Other needs of the district that were discussed include: an elementary counselor position that has been unfilled for two years, classes that need to be split across the district, and the need for a classroom for the West Franklin Learning Center. Specifications for a bid on a modular classroom for WFLC will be written and these needs will be placed again on the May agenda.
Several families of out-of-district kindergarten students have requested to attend Williamsburg. It was the consensus of the board that this be allowed.
Mary Ann Parkin made a motion for the board to enter
executive session for twenty minutes at 9:25 p.m. for evaluation of non-certified
staff. Justification of the executive session is to protect the privacy interests
of identifiable individuals. Jeff Piersol seconded the motion. Motion passed 7-0.
The board came out of executive session at 9:45 p.m.
