BOARD OF EDUCATION
MONDAY, MAY 9, 2005
The regular meeting of West Franklin USD #287 Board of Education was held on May 9, 2005 at the Education Center in Pomona , Kansas . The following board members were present: Mr. Neal Baker, Mrs. Sheila Anderson, Mrs. Janie Dillon, Mr. Randy Hermreck, Mrs. Mary Ann Parkin, Mrs. Nancy Reed, and Mr. Jeff Piersol (7:050 pm). Administrative staff present were: Superintendent Susan Myers, Curriculum Director Mary Schleicher , Transportation Director Richard Adler, Maintenance Supervisor Jerry Engel, and Board Clerk Robin Bigham Principals present were: Robert Allen (West Franklin Learning Center), Royce Powelson (Pomona High School), Eric Koppes (Pomona Elementary/Middle School), Rick Smith (Appanoose), and Susan Wildeman (Williamsburg). Others present included: Virginia Cook, Diana Macoubrie, Connie Wadkins, David Staley, Lori Thompson, Curt Altic, Judy Simpson, Jon Horne, Dianna Rager, Elston Horne, Sabrina Hermreck, Tara Dold, Michelle Graf, Merritta Combs, Angie Corwine, Clint Stoppel, Robin Nitcher, Juanita Sleichter, Donna Morris, Paula Smith, Cheryl Thomas, Sherry Brann, Trisha Rogers, Keith Milliken, Mike Frack, Colburn Parkin Jr, Susan Zentz, Amy Weigand, Joann Hancock, Carrie Hancock, Liz Smith, Brenda Smith, and Michelle Miller.
President Neal Baker called the meeting to order at 7:00 p.m.
Randy Hermreck questioned bills on a freezer license (computer software) and a 3-year plan regarding Jeff Hoyt (tree trimming). Janie Dillon asked if she was the only one presenting diplomas at Pomona High School graduation and Neal Baker is to present also.
Nancy Reed made a motion to amend the agenda (Add 1.6 Vocational Agriculture Extended Contract), approve the minutes of the previous meeting and to pay the bills as presented. The motion was seconded by Sheila Anderson. Motion passed 6-0.
Mr. Keith Milliken presented the final report of the Citizen’s Advisory Committee. (The report is included as a part of these minutes.) Mr. Milliken started by recognizing all the members of the committee and proceeded explaining each of the scenarios the committee had studied. The committee would also like to recognize Vivian Eichinger for all of her hard work as the facilitator of the committee. The board will look at the final report in a few study sessions, the first session to be June 6, 2005 at 7:00 pm with a two-hour limit on the meeting.
Mrs. Lori Thompson presented a handout to the board on behalf of the Williamsburg Vocational Agricultural Advisory Board. They were concerned about the action taken at the April 11, 2005 board meeting regarding extended contracts, in particular the board not offering an extended contract for the Vocational Agriculture instructor. The Advisory Board asked the Board of Education to re-consider the matter.
Principal Eric Koppes had nothing new to report.
Principal Susan Wildeman reported that Rachel Sleichter received a 1+ rating and Katie Wildeman received a 1- rating at a music contest that Mrs. Hirsch had taken the girls to. Mrs. Wildeman was impressed with the contest and plans to encourage more students to work harder and participate in music contests next year.
Principal Rick Smith had nothing new to report.

Principal Royce Powelson reminded the board of graduation at 10:00 am on May 21, 2005 . Board members need to meet in the Pomona Middle School office at 9:45 am .
Principal Robert Allen had nothing new to report.
Curriculum Director Mary Schleicher had nothing new to report.
Superintendent Susan Myers had nothing new to report.
The board discussed and reviewed the heating needs at the 1934 Appanoose Building . Jeff Piersol made a motion for specs to be written by Engineer Scott McKinley on Option 3 (letter is included as a part of these minutes) for new electric heaters for the building. Nancy Reed seconded the motion. Motion passed 5-2.
Travel requests were presented as follows: Four Williamsburg teachers to attend the Love & Logic Conference in Wichita , July 18-22, Williamsburg Senior Class to go to Osage Beach , MO May 14-16, and FFA to attend the state conference in Manhattan , June 1-3. Mary Ann Parkin made a motion to approve the travel requests as presented. Nancy Reed seconded the motion. Motion passed 6-1.
Susan Myers reminded the board that in order to close the fiscal year, either an extra June board meeting would need to be scheduled or authorization given to the superintendent to make transfers and pay bills as needed. Jeff Piersol made a motion to authorize Superintendent Susan Myers to make transfers and pay bills as needed to close the fiscal year. Sheila Anderson seconded the motion. Motion passed 7-0.
Franklin County Mental Health has requested the use of two school vans for the summer to transport students to summer programs. They will be responsible for gas, clean-up and returning the vans in time for inspection. Mary Ann Parkin made a motion to allow Franklin County Mental Health the use of two vans at $20.00 per day, per van for the summer. Sheila Anderson seconded the motion. Motion passed 7-0.
The Rural Water #5 Project was tabled as there was not a representative present from the water district.
The board held a discussion regarding livestock and the disposal of property in relation to the West Franklin Learning Center . It was the consensus of the board to accept Mr. Allen’s judgment on such matters.
Superintendent Susan Myers made the board aware of two vehicles that will not pass inspection in August. The Caprice (used to transport pre-school students) is currently broken down with an estimated $1800 bill for repairs, which is believed to be more than the car is worth. The 1994 Ford Tempo is now in use in place of the Caprice. The 1992 Ford Tempo will not pass inspection either and repair parts are no longer available for it. Both the Caprice and the 1992 Ford Tempo will be sold after the end of the school year.

The district received the new rates for Blue Cross Blue Shield for next year (health insurance year runs from October 1 to September 30) and the increase was substantial. The insurance committee convened and reviewed rates and options. The committee requested the board continue to pay for Option B1. Jeff Piersol made a motion for the board to continue to pay for Option B1 for eligible employees. Mary Ann Parkin seconded the motion. Motion passed 7-0.
The board took a ten minute break.
Jeff Piersol made a motion for the board to enter executive session at 8:55 pm for 20 minutes for discussion of personnel matters of non-elected personnel. Justification of the executive session is to protect the privacy interests of identifiable individuals. Mary Ann Parkin seconded the motion. Motion the passed 7-0.
The board came out of executive session at 9:15 pm .
Jeff Piersol made a motion for the board to enter executive session at 9:15 pm for 20 minutes for discussion of personnel matters of non-elected personnel. Justification of the executive session is to protect the privacy interests of identifiable individuals. Mary Ann Parkin seconded the motion. Motion the passed 7-0
The board came out of executive session at 9:35 pm .
Neal Baker made a motion for the board to enter executive session at 9:35 pm for 15 minutes for discussion of personnel matters of non-elected personnel. Justification of the executive session is to protect the privacy interests of identifiable individuals. Janie Dillon seconded the motion. Motion the passed 7-0
The board came out of executive session at 9:50 pm .
